First V Level subjects confirmed

The government response to its post-16 consultation confirms the three major changes to post-16 pathways: the introduction of V Levels, the expansion of T Levels, and clearer Level 2 routes through new Occupational and Further Study pathways. Department for Education post-16 announcements include:
- Level 3: The first V Levels for first teach in 2027 will be digital, finance and accounting, and education & early years. DfE plans indicate additional V Level subjects will be introduced for first teach in 2028 and beyond. T Levels will be expanded to include subjects such as Sports, Fitness and Exercise Science, and Care Services from 2028. The DfE says it will work with Awarding Organisations on reductions to assessment burden and streamlining content to make all T Levels more accessible and support scalability. The delivery of T Level industry placements will be improved.
- Level 2: New post-16 Level 2 qualifications will be introduced for first teach in 2027 providing a year of study (Foundation Certificate) before progressing to V Levels, T Levels or A Levels, with initial subjects in Education and Early Years, and Digital. A separate two year, employment focused route (Occupational Certificate) will also be available for those aiming to move straight into work or an apprenticeship, starting in Catering and Hospitality, and Education and Early Years.
- Transition and funding: A Transition Plan for providers has been published aiming to support transition to the new qualifications landscape in a phased approach. Funding approval will not be removed from qualifications in 2026-2027 as set out previously. The DfE has confirmed that the new V Levels in digital, finance and accounting, and education & early years will replace legacy Level 3 vocational and technical qualifications in these subject areas, which will be defunded for the academic year 2027-28. Other existing Level 3 qualifications will continue to be funded until V Levels in the same subject areas are introduced.
- Implementation plan: The DfE will publish an Implementation Plan in June 2026. This will include further subjects for phased rollout, V Level assessment and grading arrangements and expectations for non qualification activities.
