Level 2 Foundation Certificates are new vocational qualifications for students aged 16 to 19 in England.
They are part of the government’s reformed post-16 qualification landscape and are designed to help students develop the knowledge, skills and confidence they need to progress to Level 3 study.
First teaching is planned from September 2027.
Who are Level 2 Foundation Certificates for?
Foundation Certificates are intended for students who are not yet ready to progress directly to Level 3 study after age 16.
They provide a broad vocational programme that helps students develop their knowledge and practical skills while preparing for their next stage of learning.
A Foundation Certificate can form part of a wider study programme alongside English and maths qualifications where these are required.
How are Foundation Certificates assessed?
Foundation Certificates use a combination of examined and non-exam assessment.
- 40% examination
- 60% non-exam assessment
Both forms of assessment include vocationally relevant contexts and give students opportunities to apply their knowledge and skills.
Foundation Certificates use the following grades:
Students who do not reach the standard for a Pass receive an unclassified result.
More detailed information about assessment for individual OCR qualifications will be available in the relevant specification.

The right pathway will depend on the student’s intended destination and readiness for further study or employment.
Progression to Level 3
Foundation Certificates are specifically designed to prepare students for further study at Level 3.
Depending on the student’s achievement, readiness and the entry requirements of their chosen provider, progression could include:
- V Levels
- T Levels
- A Levels
- other appropriate Level 3 qualifications
This allows students to develop their knowledge and skills at Level 2 before choosing the Level 3 route that best supports their future plans.
What about English and maths?
Foundation Certificates do not replace English and maths requirements.
Students who need to continue studying English or maths can take these alongside their Foundation Certificate as part of their wider study programme.
